Most organizations spend years building something valuable and end up owning almost none of it. The platform sits on a vendor's codebase. Ownership is a revenue question, not a legal one
Treat intellectual property as a compliance chore and it stays a cost. Treat it as an asset class and it changes what an organization can do: license a methodology to peer agencies, sell a platform into an adjacent market, use a registered portfolio as collateral, or negotiate from strength when a larger partner comes calling.

Three places value leaks
First, contractor agreements. Work-for-hire language is not automatic; without it, the developer or consultant may hold rights to what you paid for. Second, grant and program terms, which frequently grant funders broad licenses to everything produced. Third, informal collaboration — the partner who co-created something with you and now has a defensible claim to half of it.
If you cannot name the entity that owns the asset, you do not own the asset.
What good looks like
A short inventory naming every brand, system, dataset, and body of content. A single line for each showing which entity holds it and on what paper. Registrations filed where they matter. A licensing framework ready before the first request arrives, so pricing is a decision rather than a scramble.
